General Summary:
This position requires a BSN degree and an RN License
The Clinical Operations Manager is responsible for overseeing the operational, analytical, and administrative functions within the Care Management Department across the Kent and Sussex campuses. This role ensures the efficiency, standardization, and performance of departmental operations by integrating data analytics, staffing coordination, and process improvement strategies that support clinical throughput and hospital-wide performance goals. The position serves as a bridge between clinical leadership and non-clinical operations, ensuring that workflows, resources, and metrics align with Bayhealth’s strategic objectives and the delivery of high-quality patient-centered care.
Reporting directly to the Department Director, this position manages a multidisciplinary team and supports the department’s mission to improve patient outcomes, streamline processes, and maintain regulatory compliance.
Responsibilities:
1. Operational Leadership: Oversee daily operations, including scheduling, payroll reconciliation, and resource allocation. Standardizes workflows across both campuses in collaboration with the Clinical RN Manager and Social Services Manager. Leads development and implementation of operational policies, ensuring compliance with regulatory and hospital standards. Coordinates readiness for audits, surveys, and performance reviews.
2. Throughput and Performance Analytics: Monitors and reports key performance indicators (KPIs), including LOS, readmission rates, weekend discharge volume, and discharge barrier resolution. Manages data dashboards and ensures timely submission of reports to senior leadership. Partners with Optum, CarePort, and IT to validate data accuracy and implement system improvements. Analyzes trends to identify opportunities for operational and clinical performance enhancement.
3. Collaboration and Communication: Works closely with hospital leadership, Nursing, Finance, and Quality departments to align Care Management objectives with system goals. Facilitates communication between campuses to ensure consistent operations and standardized best practices. Serves as a liaison between Care Management and key hospital committees related to throughput, quality, and fiscal performance. Represent the department in meetings, committees, and quality improvement projects.
4. Fiscal and Resource Management: Collaborates with Finance and HR to support FTE management, budget tracking, and resource optimization. Reviews productivity, variance, and overtime reports, providing recommendations for efficiency. Ensures appropriate staffing and operational coverage to meet patient care needs seven days per week.
5. Leadership and Staff Support: Provides operational supervision to administrative and support staff. Supports training and onboarding of new staff, ensuring consistency in departmental procedures. Promotes a culture of accountability, teamwork, and continuous improvement in line with Bayhealth’s values.
6. IT/Electronic Health Record Optimization: Work closely with IT and informatics teams to optimize electronic health record (EHR) systems for clinical workflows. Identify and implement improvements to documentation processes and data integrity within the EHR. Provide training and support to staff on EHR updates and best practices.
7. Quality Improvement & Readmission Reduction: Lead initiatives to reduce hospital readmissions and improve post-acute care transitions. Analyze performance metrics and implement evidence-based strategies to enhance patient outcomes.
